The National Working Committee on Children and Women held the children's working conference on January 2017 in Beijing. At the meeting, the first batch of were published. Professor Ke Zheng was appointed as the first group of experts. Previously, Professor Ke had served as mid-term assessment supervising expert for the program of China's Women and Children Development.

The first 132 experts came from relevant colleges and universities, scientific research institutions and departments. A major field of these experts covers child rights, child health, pre-school education, basic education, family education, child psychology, child welfare and child social work, legal protection and participation of children, etc. The think tank will provide consulting services in the areas of child policy research, decision-making consulting, assessment and supervision, professional training and so on.
