In order to fully implement the Party Central Committee's systematic work arrangements for the construction of teaching materials for universities, middle schools and primary schools, and implement the spirit of the 20th National Congress of the Communist Party of China report on "strengthening the construction and management of teaching materials", the National Teaching Materials Committee has recently made arrangements to strengthen the construction and management of teaching materials for universities, middle schools and primary schools. It is emphasized that the quality of independent training of talents should be improved with the support of strengthening the construction and management of teaching materials. As an important component of the curriculum education system, the improvement of the quality of teaching materials construction and management in primary and secondary schools is conducive to deepening the reform of basic education curriculum teaching, conducive to strengthening the educational effect, and providing curriculum guarantee for building a country with strong education and talents.

Compile teaching materials based on "rightness" and "truth" to truly realize the educational value of the teaching materials in "casting souls and enlightening wisdom"

First, to implement and refine the ideological nature of textbook construction, following the principle of "educating for the Party, nurturing talent for the country." The construction of primary and secondary school textbooks must adhere to the goal of "educating for the Party, nurturing talent for the country," based on the national curriculum scheme and standards, strengthen the value of textbook construction from dimensions such as political orientation, cultural confidence, and the spirit of the times, advance the incorporation of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era into textbooks, classrooms, and minds, reflect the value guidance of the Party's latest theoretical achievements, and inherit the precious wealth of the Chinese nation's spirit and culture. Truly use textbook construction as a leverage to achieve the educational effects of rooting, soul-casting, and heart-nourishing, serving the cultivation of socialist builders and successors who are well-developed morally, intellectually, physically, aesthetically, and labor-wise.


Second, to firmly grasp the scientific nature of textbook construction, focusing on enlightening and enhancing wisdom. As the content carrier for curriculum implementation, the construction of primary and secondary school textbooks should follow the learning rules of students and the laws of talent development, focusing on enlightenment, situational experiences, and practical inquiries, to ensure the scientific accuracy of textbook content, both inheriting classics and keeping pace with the times. Textbook compilation should focus on the "two transformations," namely, from national education requirements and disciplinary knowledge to textbook content, effectively reducing the excessive academic burden on students; and leading teachers from textbook content to teaching content, facilitating the reform of disciplinary practice, integrated learning, interdisciplinary thematic teaching, and structured curriculum content. At the same time, explore the realistic path for new technology transformations in the digital age to empower the construction of the textbook system, enhancing the modernization level of textbook construction and management.



Make good use of teaching materials in terms of "liveness" and "depth", and promote effective learning with high-quality teaching material usage strategies

First, adhering to a student-centered approach, "flexibly use" textbooks. The use of teaching materials must first be "benchmarked", based on curriculum standards, adhere to the "learning-centered" curriculum concept, and achieve the transformation from "teaching textbooks" to "teaching with textbooks." Teachers should choose the "most suitable" teaching method according to the requirements of the curriculum standards and the teaching material content, prepare teaching aid materials or scaffolds, and realize the conversion from "teaching material content" to "teaching content" or "study assistance plan". At the same time, in view of the learning situations of different students in the classroom, we will reduce collective face-to-face teaching time, pay attention to "different" learning in the context of "same" students, and implement teaching in accordance with their aptitude and personalized teaching.


Second, practicing systematic reflection, "use hard" textbook. The use of teaching materials is a professional practice consisting of a cycle of "understanding-implementation-reflection". Reflection is an important part of the process of using teaching materials and an important symbol of "deep use" of teaching materials. It is necessary to encourage teachers to conduct in-depth research on teaching materials, optimize teaching design, and at the same time pay attention to reflection on the understanding and implementation process of teaching materials to provide direction guidance for subsequent use of teaching materials; focus on carrying out reflective teaching and research on the use of teaching materials to promote students' effective use of teaching materials, and continuously improving the quality of teaching materials, and further promote curriculum education.


Manage teaching materials well in terms of "governance" and "protection" to provide solid content support for course education

First, it is crucial to adhere to the coordination of the governance of the teaching materials system. To ensure the quality of teaching materials, it is necessary to strengthen comprehensive and full-process management, paying attention to all aspects including compilation, review, publishing, selection, and evaluation. Teaching materials management should enhance the division of responsibilities among departments, localities, schools, and publishing units. Strict control over the qualifications of teaching materials developers is required, along with the strengthening of review mechanisms and the implementation of separate compilation and review processes. It is important to focus on a combination of actions through a series of special actions, from compilation and review, problem tracking, value guidance, social supervision, to information empowerment, to form a closed loop of collaborative governance of teaching materials, ensuring that the teaching materials system supports the effective implementation of the curriculum system.


Second, the systemic support of the teaching materials system must be strengthened. The construction and management of teaching materials is a complex system project that requires comprehensive and strengthened support. It is necessary to enhance personnel support for teaching materials construction, including development, review, and regulation, focusing on specialization and strengthening professional team building. Financial support for construction must also be reinforced, clarifying the financial management responsibilities and fund implementation of entities at all levels; and enhancing the support for teaching materials writing, revision, and research. While leading the construction and management of teaching materials with academic research in curriculum teaching and related fields, it is crucial to focus on using teaching materials research to further promote the deep transformation of curriculum implementation.


Strengthening the construction and management of teaching materials in primary and secondary schools is a foundational and supportive project for implementing the fundamental task of moral education and cultivating people. In the new era, only by strengthening the construction and management of teaching materials, effectively writing, using, and managing teaching materials, can we truly implement the national education blueprint in teaching, examinations, and evaluation processes, thereby improving the quality of independent talent cultivation.
